Actually, it's "A liberal is a conservative who hasn't been mugged yet," meaning that he's currently a liberal, incipiently a conservative, and, once he get's mugged, his incipient conservatism will come out and he'll leave the liberalism behind. It doesn't work the other way round.

That theory is ok to a certain point. I believe that some liberals are made that way, and can be unmade. I also believe that many liberals are born that way(hard wired) and there is no changing them. I don’t have the time or the inclination to sort them out. They are all enemies as far as I’m concerned.
