It sure is. Quite a bit of it is just for kicks too. They get a rush by being out there at night creating mayhem.
Here...
1. implement a sunset to dawn curfew
2. anyone on the street without just cause (going to and from work, picking up the kids, etc., would be arrested on the spot, car impounded
3. anyone looting or burning would be shot on sight
4. enact new laws that cover rioters, where they would have to spend 5 to 15 years in prison without the chance of early release, depending on what they were caught doing
5. if you’re a foreign national, or someone who just came over in the last few years, deportation would take place within 24 hours
This will put a dent in the problem, I guarantee you.
Anyone out rioting in the streets wearing a balaclava or shemagh/keffiyeh to hide their identity ought to be detained for that alone... But there may not be a law that prohibits such action, so maybe it’s not in the cards (at least, not by “the authorities”).
Of course, that might not deter locals from protecting their own lives and property by using smashmouth techniques against anybody observed wearing such disguises in the street or while committing crimes...
It might require concerted action, for example small groups of two or three picking off stray looters one at a time and applying corrective measures... Turnabout being fair play and all...
