This is most definitely similar to a flash mob, but without the enjoyable staged dance number factor.

groups pick a time/location/victim

unobtrusively loiter or move to the appointed spot

execute the prearranged activity,

disperse and blend into the background....

There is a real rise in these types of attacks, on both coasts.

A flash mob used to be a “flash” gathering of people to do something entertaining or humorous. Planned in advance - be here at this time.

Nowdays a “flash mob” is a gang of yutes that quickly gather to trash a store or beat someone up. Tweeter or Facebook is used to quickly pass the word.

Yes, I do. AT one time the term “flash mob” referred to groups that assembled in public places, usually to perform in some way. But the term has expanded to include the violent assembly of mostly youth who are committing horrible crimes:
