Yeah, makes too much sense.
Local talk show host in Nashville (I live just south) talked to legislature members a few years ago when we were having income tax protest (we killed the idea).
He asked them, “why don’t you just budget expenses for what you exactly took in last year and if its coming in less, cut quarterly?” He said they looked at him like he had three heads.
“It’s just not done that way” was their response. That’s it? Really? Those are normally famous last words.
So they “project” revenues and spend accordingly like they are some sort of psychics. And, of course, when they don’t get what was “projected” they scream for more taxes or they’ll “cut police, teachers, firefighters”, blah blah blah.
What’s never reported is that even when they are below projected revenue they’re always ahead of the same time last year.
