In California, where I live and work, there has been an increasing movement among a segment of legally-armed citizens to carry unloaded sidearms in plain view. This trend is happening elsewhere, but there seems to just be more activity around the movement here in the Golden State perhaps because it seems so much more difficult to get a CCW here than in most other states.
In my humble estimation, the video of Officer Matthew Lyons of the Oceanside (Calif.) PD could be a training video for any agency that has to deal with open carry citizens. In fact, the video of video below in which Officer Lyons encounters one of those individuals stands in stark contrast to another we posted to PoliceOne last week.
There has been quite a lot of traffic to the video of Canton (Ohio) Patrolman Harless not just here on PoliceOne, but all over the Internet and his less-than-stellar response to a legally-armed citizen in his sector. Im told that Harless has been or soon will be relieved of his badge. Well, regardless of the outcome of that particular case, there are myriad examples out there of officers encountering an open-carry citizen, and I point to this one with Officer Lyons as a compelling example of doing it the right way.
Officer Lyons has been hailed by a handful of bloggers, including one for CBS News which bears repeating here:

Well it’s mighty damn obvious many “Police” don’t mind sacrificing any aspect of safety for Patriots.
Tell me...how do you rationalize “innocent until proven guilty” when deception is often integral to building a prosecution? Doesn’t lying and or psychological manipulation of a suspect for the purpose of gathering evidence presuppose guilt by definition?
Unless they are they type that will follow any order (short of being an "exact replica of the Nazi SS") to avoid rocking the boat...

Up here in MT open carry means loaded and ready for bear... And I CAN use it.
Somehow, our LEOs manage to survive without any bother to citizens... And they tend to be polite, too.
I think the whole 'how to handle a citizen who is packing' thing is best answered by looking at places where open carry has always been on the books, and see how those locales interact with citizens. A sheriff or warden here is absolutely guaranteed to run into armed citizenry, and will probably be alone and far from other LEOs when he does so. His best and closest ally is quite likely to be an armed citizen. No offense meant, but that is how it should be everywhere.

I can only imagine what it will be like in states like NY,NJ,and MD when they are forced to become shall issue states. The cops are going to be running all over the place responding to “man with a gun” calls, because some soccer mom got into a hissy fit seeing Mr. Soandso at his kids game openly carrying a J-frame.

Were you on duty, and responding to a verbally belligerent citizen?
I will grant you that - to a point. I was born in Chicago, and have many ties (both family and otherwise) there. My family, almost without exception, has packed there as long as I can remember. Service trucks, tow trucks, and etc... If you do business out of a truck in the city of Chicago and do *not* carry, you are not only the exception, but an idiot as well.
My point being that you would be surprised how many cars you might stop have a .38 or .357 under the seat- smart citizens are already packing there - in complete violation of the law (because the laws are bullsh*t). And one officer at least was VERY grateful that my uncle was packing one particular day.
Those citizens are ALREADY there, and always have been there. They are not the problem. They are no threat to you, any more than I am a threat to a cop up here.
It is how YOU (y'all) address such things that is the major modification.
I'd tell you my view of the 2nd and concealed carry, but people like you will simply twist it into yet another diatribe of how we live in a police state and how I'll get my come-uppins one day in the near future. It's gotten old. And don't you dare sully FR's good name by associating it with people who call cops Nazi's and jack-booted thugs. Unless that's who you want to represent this site.
You might have impressed me if you HAD taken an ass beating with that routine. At least that would have indicated a legitimate risk.
As it stands, I would bet a months pay you were utterly convinced of your ability to control the situation when you “took your badge off three times” because you evince being such a puss with a hypothetical armed citizen.
Anyone who who says they don’t hide behind anything is either a liar or a fool.
Interesting but not unsual stories about drunks and belligerants. Your conduct while on duty strikes me as unprofessional.
