The Fair tax, at least as described by Boortz, leaves the same negative incentives in place as the current income tax. The "prebate" essentially removes a large block of citizens from the tax rolls, creating a natural constituency for spending increases and tax rate increases. They don't pay for them. For Them they are Free! Better is a 9 or 10% flat earned income tax with no deductions or exemptions at all. Then everyone is paying for the spending and will be less likely to advocate it.
