He knew the police wouldn’t actually think of going to the island.
He knew the police would be too scared to face him until is dastardly deed was done on the island
He knew that the kids, having heard of the blast, would be pre-disposed to trust, even seek out someone in a position of authority
Multiple levels of abstraction, complete understanding of the human psyche under the duress following a terrorist act.
He completely mastered human psychology, yet was completely psychologically twisted.

There are many sides to intelligence and IQ-tests. For instance, some individuals who undergo such tests score extremely well in the area of numerical and spatial ability while displaying comparatively poor verbal ability.
However, most individuals who reach a score of 140-150 are gifted in all domains of intelligence.
One major reason I suspect Anders Behring Breivik not to be exceptionally over-furnished in the brain department is that he, in stark contrast to an evil propaganda genius like Goebbels, can't seem to express a political/religious motive explaining his actions. He's just insane, more or less.

Like I said, he didn’t write a lot of the first 75% or so himself; it’s a compilation in addition to being a manifesto.
Much of it is attributed to Fjordman (Breivik states he admires him greatly, but is disappointed he never was able to meet him in person.)

Unfortunately, his actions will probably ensure that islamic infiltration will now happen on an accelerated course in Norway...doubtful that any mainstream politician will touch the issue now.
Breivik's three stated enemies are Marxists, Muslims, and Multiculturalism.
Spelling in Norwegian or in English? Getting spelling correct in English can be difficult for a non-native-speaker (and many native speakers).
