I had read also that July is the end of the fiscal year for most (if not all) states, cities, and municipalities.

There have been cuts and hiring freezes at that level that are yet to be reflected in the unemployment numbers.

There were also about 10K jobs lost with the shuttering of all Borders stores, as I recall.

Adding to those 14,500 from Cisco & NASA, Borders is shedding 11,000 in its closing.
