Not speaking for or against the specific research project, since like all these sorts of “funny research project” stories the analysis necessary to weigh it’s actual worth is totally absent.
But I do note people calling themselves the Traditional Values Coalition might not be the best source of unbiased information on any project of this sort. For one, their “traditional values” don’t seem to include honest reading.

No that’s not what it said. The proposal said it would “help facilitate Dr. Rajeev Ramchands entry into research on drug abuse and HIV/AIDS”. To study the spread of HIV/AIDS by going where HIV/AIDS is spread is reasonable. By logic and implication people don’t do research they think will hurt their career, but that’s not written into the proposal.
This is not hard science, she said. This is behavioral. The Traditional Values Coalition seem not to grasp the hard science of how behavioral characteristics are a very big factor in how any viral disease spreads. From flu to Aids that holds.
Maybe the doc just wanted a subsidized ticket to party. Maybe he is performing research that someday will save lives. You won’t know which from this story.
