Since this doesn't make a lot of sense, I'd say something is wrong and this dude is going to lose. If the owner walked away and the bank walked away, it belongs to the Municipality per unpaid taxes. They would then put it on the auction block. We have 100's of abandoned properties. Some are torn down and the lot is sold. Some are put on the block.

You're right, this doesn't even fit the concept of adverse possession.
