If she were, she would have announced by now.
Does that also mean that Perry isn’t running since he hasn’t announced by now?....

Perry has not considered running until recently, and since then he has been actively engaged in assessing his chances, meeting with prominent Republicans.
Sarah has been “running” ever since Obama was elected, there is no reason for her to not have announced, if she was really running. The only reason for the delay, is because she doesn’t want to announce that she is NOT running.
