Heard Obama speak to the Shuttle astronauts the other day. He tried to be cute and failed, big time. O started by asking, “Whom am I talking to?” Answer came back from the Shuttle Commander. Obama then replied, “That’s funny, I was just dialing out for pizza and ended up in outer space, uh..., etc, uh...”
Obama was IMO obviously uncomfortable making this call and it sounded like he’d had one drink too many. Some of his words were slurred and mispronounced. The astronauts all looked like they’d rather be in another galaxy and certainly not talking to the man who’d deep sixed the shuttle program.

IIRC doctors stated during his first physical as president that he needed to cut back his drinking.
It must have been significant if it was in the report.
