I think he is saying in commie speak... that he envisions a future where no driver will be necessary and that we all just share our cars with each other. These cars... which will have full autopilot... will be available everywhere... we just have to get into the first car that comes along and go... and the best part is... that the government will pay for it all so it will not cost us anything. My head now hurts and I need Crown and water.
