Find the individual, private Arab owners, give them fair compensation based on the market value of their property as of 43 years ago, and throw in an extra bonus if they decide to emigrate. Of course, there is frequently this problem with "private Arab land":

Selling your land to the joooz can be dangerous. I recall the nineties, when Palestinians who got caught doing this were routinely dragged through the streets, shot, then had their livers eaten.
If I dangle the brass key to my old closet and march through the streets of the Old Quarter, weeping and wailing and smiting my breast, do you think I could get a cut of the action?
