They hope to change the perception, they sure in hell aren't going to change the fact that they are business-unfriendly. This, of course, requires a new agency...or department or whatever. i.e. more government.

Well, if the problem didn’t exist, the perception would just take care of itself, right? Wouldn’t it be better to address the root cause? What am I missing here?
