Unfortunately, I don't see any plausible means by which Obama can ever be brought to justice. If nothing else, he can make arrangements to live in an extradition-proof haven, go there on an "official visit" shortly before he'd have to leave office, and stay there. There's no way an acting President is ever going to be branded a flight risk, and I doubt Joe Biden would ever go after him.
