Who paid for the Wi State Senators to stay in Illinois?

By Daniel Woodruff, Anchor, Multimedia Journalist MADISON (WAOW) -- A conservative Wisconsin think tank is raising a red flag about the state's Democratic senators' stay in Illinois—specifically, about who paid for it.

Fourteen senators fled to Illinois in February for several weeks to stall Gov. Scott Walker's agenda. They stayed there for more than three weeks. Throughout the process, the senators repeatedly said they were paying for the trip there.

But now, the conservative MacIver Institute in Madison has posted a video (http://www.youtube.com/watch?v=dZh3zehbESI&feature=player_embedded) containing a clip that the Institute says contradicts those claims.

The video's announcer prefaces the clip by saying, "At the Netroots Nation Convention in June, the national political action committee, Democracy For America, claimed it provided $200,000 to fund the Democrats' Illinois getaway."

The video then jumps to a clip from the convention where Levana Layendecker, communications director for the liberal PAC Democracy For America, said, "DFA raised $200,000 for the Democratic Senate Committee to help them stay out of the state for longer."

Newsline 9 contacted Layendecker on Wednesday for clarification. She said no money ever went to Wisconsin Democratic senators to pay for their stay in Illinois. Instead, she said the money—raised by thousands of online donations—went to the State Democratic Senate Committee.

"What I meant was that Democratic members would be inspired to stay out of the state by the support for their campaigns," said Layendecker. "That is why I referenced our donations to the campaign committee specifically."

Wisconsin lawmakers were seeking to legislate the state's obligation to collect union dues out of employees’ paychecks (most of which goes to Dem campaigns). So guess who paid for 14 Wisconsin State Senators to flee their duties as legislators and to hide out in Illinois?

ACTION NOW A full investigation of Democracy For America PAC and the Wisconsin Democratic Senate Committee is needed to determine whether a RICO conspiracy under 18 U.S.C. §1962(c) are warranted because they assert that (1) the defendant persons (2) were employed by or associated with an enterprise (3) that engaged in or affected interstate commerce and that (4) the defendant persons operated or managed the enterprise (5) through a pattern (6) of racketeering activity, and that, (7) Wisconsin citizens were injured in its business or property by reason of the pattern of racketeering activity.

A formal RICO investigation is warranted. 1. The Alleged Offense: There is alleged to be a violation of Title 18 U.S.C. §241 – Conspiracy Against Constitutional Rights – which prohibits in relevant part, “two or more persons (from conspiring) to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same . . .” See, 18 U.S.C. §241.

Democracy For America PAC and the Wisconsin Democratic Senate Committee are apparently registered as non-profit, tax-exempt organizations. Democracy For America PAC and the Wisconsin Democratic Senate Committee need to prove where they spent monies on-hand and monies raised during this episode. Anyone at Democracy For America PAC and the Wisconsin Democratic Senate Committee involved in criminal activity, illegalities, and/or improprieties, needs to be held accountable. Jail time is mandatory.

If Democracy For America PAC and the Wisconsin Democratic Senate Committee colluded to extort money that was raised for one purpose.....but that was converted for other purposes---perhaps even campaign donations----that is illegal.

ACTION The FBI should interrogate Democracy For America PAC and the Wisconsin Democratic Senate Committee determine if anything of value was exchanged---money, jobs, campaign contributions, political cover---in exchange for bailout money, and the extent of the collusion to misuse Congressional influence.

POSSIBLE CHARGES: illegal conversions; facilitating govt fraud; official acts prohibited; misuse of Congressional funds; abuse of public office; violating oath of office; misuse of government position; abuse of government power; conflict of interest; influence buying; conspiracy to deceive; misuse of elective office, collusion, conspiracy to collude; falsifying official documents, presenting false instruments for filing.

Democracy For America PAC and the Wisconsin Democratic Senate Committee campaign finance records filed with the FEC, and state election commissions, should be scrutinized for possible violations. (a) Determine if names of contributors are legit, (b) whether campaign contributions were disguised. (d) whether they colluded and agreed to give/get something of value, campaign assistance, campaign cash, a govt gratuity, jobs for relatives, etc, in exchange for money. Schemes such as illegal conversions and money laundering to evade the IRS, SEC, FEC and US banking laws may have been utilized.

Since several felonies have been alleged, it is also possible that other federal offenses have been committed including but not limited to;
Title 18 U.S.C. §1341, Mail Fraud,
18 U.S.C.§1001, Presenting a False Document to the an Agent of the US Govt;
18 U.S.C.§1027 False statements and concealment of facts WRT documents required by ERISA.
Other possible offenses including civil and/or criminal RICO violations.
18 U.S.C. §§1961-68 (RICO Act)
18 U.S.C. §1001 (False Statements to Agents of the US Government),
18 U.S.C. §241 (Conspiracy Against the Civil and Constitutional Rights of Wisconsin citizens).

Democracy For America PAC and the Wisconsin Democratic Senate Committee filed thousands of document. Taxpayers demand to know the scope and dimension of deceptive and intentionally ambiguous information contained therein.

Democracy For America PAC and the Wisconsin Democratic Senate Committee may have violated RICO (the Racketeer Influenced and Corrupt Organizations Act) by generating fraudulent documents to extort taxpayers and steal govt monies allocated for legislative duties.

L/E should place a hold on all Democracy For America PAC and the Wisconsin Democratic Senate Committee documents. Stealing and conveying (or destroying) official govt records nets 10 years in prison and a $250,000 fine.

L/E should also look at Computer Trespass--a class C felony if access is made with the intent to commit a crime and/or the violation involves a computer or database maintained by a government agency.

L/E should examine all perks, expense accounts, bonuses, pensions, annuities, and so on.

Legislators’ tax returns will reveal their actual income compared with the Wisconsin Dept of The Treasury accounting entries. In particular, examine “interest income” on IRS forms.

The IRS should relentlessly pursue these individuals to determine if all relevant income was reported and whether all taxes due were paid (stolen money is taxable).
