I was picturing a country similar to Al Capp’s Lower Slobovia, a favorite fictional locale of my youth.
But how is a non-ethnic slur an ethnic slur? If someone slurs Canadians, for instance, he is not slurring an ethnic group. The same goes for Americans, or Australians, New Zealanders, etc. Other nations are identical to specific ethnic groups.
