Congress chose Yucca Mountain as the leading candidate for waste disposal. Laws passed by Congress and the Constitution don't mean squat. The judges and the bureaucrats have the power, dontcha know?

Ostensibly, it’s because of an alleged possibility of groundwater contamination or some such.
In reality, it’s because having nowhere to store the waste other than on power plant premises tremendously raises the cost of nuclear power, which impedes its development, harms the American economy, helps out 0’s OPEC buddies, and increases the probability of a nuclear-waste-related emergency which he can blame on shadowy business interests.

CONCEPTUAL DESIGN OF YUCCA MOUNTAINI live near the Hanford Nuclear Plant in Washington State. For years they have been building the VITRIFICATION PLANT where they will take the liquid nuclear waste and turn it into glass. It is this nuclear glass that was to be stored at Yucca Mountain.
No seepage into ground.
I hate politics. That's all this is.
