So, could it be that he’s intending to resign, but his actual official resignation will come down the road?
I’m sure he’s still on the congressional payroll until the day it becomes official.
Which could mean he still is on the payroll while in rehab, and his congressional health insurance will pay for it.
I’m sure he is working all the angles.

It is NOT official until he submits the letter to the Speaker. He has NOT done so. Maybe he wants one more pay period..
