Just a thought, but what do you suppose might happen if coal plants refused to shut down, but instead challenged the EPA to force them to close, while publicizing the consequences of a loss of energy capacity to their customers? Would the government send troops? No, they won't send troops. That's too easy. They will just issue massive fines for each day the plant operates and allow the fines to accumulate to the point that the utility is bankrupt. Then they will go to court, seize all the assets and turn it into a government owned utility which is what they always wanted to do anyway.
