Not if you are transmitting below the noise floor. See CDMA, UWB. You need a correlative receiver that is synchronized with the transmitter, and correct keys, to even see the signal.
Yeah, but if you’re going to do *that*, you’re going to have to go through the trouble of issuing specialized transceivers to your intended ‘clients’ and the chances of such amateurs not getting caught and giving the whole thing away are nil.
This seems to be geared towards providing service to existing civilian devices - in which case, yeah, it’s going to be easy to find.
