You were dead on. The actual name of he law isn’t as important as the law being codified, and the punishment being directly related to the severity of the crime.

Having the law on the books is one thing, getting one member of the judicial industrial complex, a prosecutor, to apply the law to another member of the judicial industrial complex, criminal police, is another all together. Unfortunately the judicial industrial complex including Judges, prosecutors, private lawyers, criminals constantly in the system, prison guards, parole officers, etc. is generally out to protect its membership the public be damned.
