Yeah, that's the ticket. Resort to what amounts to legal vigilantism. There are over 40 million foreign born in this country, most of them here legally. And exactly how would the bounty hunters determine who was here legally or illegally? Check their papers? This is a recipie for anarchy and divisiveness. The Nazis tried something similar with the Jews and the East Germans had a system of reporting on dissidents. Turning in one's neighbor is not the best way to deal with a problem of this magnitude. Moreover, it woiuld never be approved politically. No politician would ever support such a program nor would the American people.
