I thought this “board” which was appointed by richardson could be eliminated or at least replaced by the new Governor Martinez??????
I presume it has all new members — IIRC all but one were asked to resign. The EPA proposal supported by the Richardson administration was the more costly one (of course!). This one is less costly but NM will have to fight EPA to get it approved. They can’t do nothing, so this is the lessor of the evils and supported by the power industry (again, for obvious reasons).
