While all races have practiced it at one time or another, to one extent or another, (throughout history) what races have the worst record in this regard?

Caucasian (Germans and Russians) and Chinese. The better question would be to ask which religious/political groups have practiced genocide most thoroughly. That would be followers of the politico-religious philosophy of communism.
