He’ll get an extra two weeks off with pay

Those rewards for jobs well done are less and less likely to be given as the shooting of nonthreatening noncriminals becomes more and more routine. It is no longer seen as exceptional devotion to duty. It is more like just a day's work.

What POSSIBLE excuse does this 'officer' have?

The politicians and bureaucrats approve and laud his actions. It is part of building the Soviet State. It is called The Terror. We are new at it and it is hit or miss in its application. Perhaps we should make a concerted study of the methods Le Directoire (1790s France) or bring in advisors from the old KGB to perfect and proliferate the technique.

Birk is a loose cannon - with a license to kill apparently.

Look at the proliferating stories about theses things. Birk is not a "loose cannon." It is interesting that he was dropped from the force in Seattle. In the other places where these egregious and capricious shootings occur the officers are rewarded with paid vacation time or just congratulated for a job well done. In far left Seattle the perp gets dropped from the force.

So let me get this straight. The killing of this poor man was ruled “not justified” and NO criminal charges of any kind will be filed?

Boy it must be nice to be a cop. You can commit a “not justified” killing, (murder to you and me) and pay no more price than losing your job.

Autopsy showed Williams was shot four (4) times. I counted six (6) gunshots on the audio...

Execution by cop -- plain and simple...

Murder one; execute the cop.
