Now that doesn't mean Weiner didn't send the photo to a 21-year-old Washington state student. It could mean that he sent the photo, then a hacker found it and distributed it to a much wider audience. Is it possible to send a private tweet, or must they always go to all the followers on the list?

As I understand it, it is possible to send a private tweet to someone you are “following”. Wiener followed less than a hundred people but the young woman referenced in the tweet in question was one of them. One of the theories is that this was meant to be a private message and he clicked the wrong button.
