Though tecnically, she has a potential out on this. Ethanol does not receive direct subsidies. There are tariffs on ethanol imports and a blenders tax credit, but there are no direct payments to ethanol producers.

Paying companies to use ethanol in gasoline is certainly a direct subsidy. And mandating that use is another subsidy.
