Ethanol does not receive direct subsidies. Paying companies to use ethanol in gasoline is certainly a direct subsidy. And mandating that use is another subsidy.

Who gets paid to use ethanol?

Mandated use is a benefit to ethanol producers but it is not a subsidy. There is no payment from the government to ethanol producers.
I do not support these policies. I'm just noting that the term subsidy is often misused and may provide an out for continuation of these programs. Look how people came to the defense of the oil "subsidies", noting that they are in fact tax credits and not subsidies.
