Someone who knows what it means and knows how to use it in a sentence. They might also believe they are writing to an audience with a better than 8th grade education.

Will frequently uses recondite words and phrases. It is altogether condign that Will uses that word traduce. Condign and recondite are other Willisms. I have to look them up every time he uses them. You obviously haven’t gone to the right schools. (smirk)
