I’m quite sure the head of the CIA is a higher ranking slot, than the Army COS, in the overall order of US government undertakings.

Based on my further review, I more sure the head of the CIA is a much higher ranking, and more responsibile position.
So Petreaus got elevated. Petreaus has been instrumental in gaining Obama some credibility and chops, for handling the national security topic, along with Sec. Gates.
Obama owed Petreaus a promotion.
Technically the head of CIA is higher ranking than Army COS, but CIA now reports to the DNI and not the President directly. I suspect a career military officer would want to cap his career with the highest Army post.
