Technically the head of CIA is higher ranking than Army COS, but CIA now reports to the DNI and not the President directly. I suspect a career military officer would want to cap his career with the highest Army post.

I suppose a career military officer goes where he is asked to go.

Head of CIA is far more prestigious and powerful than a mere branch chief staffer (they are not in the chain of command).

From there Petraeus could go to Chairman JCOS or to Sec. Def.

Finally with Petraeus’ experience, he is far better utilized at CIA. The national security stands to benefit from his field experience.

Obama has been wise to use this man.
