Do you know the source of that claim and when it was first made? This is the first I've heard of it.
It was in one of the articles posted on FR. I also remember one of the posters saying that it is typical for a warrant to be issued for a specific location... that only arrest warrants are for a specific individual.
Sounds reasonable to me.
