Although very few lugged groceries, government food stamp records showed business at Stryker Avenue Market was booming: In one three-month period, the tiny market had more electronic benefit transfer transactions than a nearby Rainbow supermarket more than 28 times its size.
The agents thought they knew what was behind it, and their suspicions have resulted in the indictment of Khaffak Sahib Ansari, the market's former owner, on three counts of food-stamp fraud.
The indictment, returned Tuesday, alleges Ansari got about $3 million he wasn't entitled to by trading cash for food-stamp benefits for which the government reimbursed him.

As a youth, I worked in a grocery store in the old days of the politically incorrect food stamp paeper vouchers.
Believe me, in terms of WHO is getting food stamps and how much, the ENTIRE program is fraudulent.

With over 47 million on foodstamps, I'd guess a third of recipients are engaged in some sort of fraud.
Very common! I had a woman come up to me, outside the supermarket, offering to buy my groceries, if I would give her 1/2 the cost in cash. I told her where to put her card.

I don't know how many know it historically, certainly since WWII, The Palestinian Authority had their emissaries visit the hundreds of “Arab” shops all over the world to collect their “assessments.”
I recall whilst living overseas in the 60’s the proprietor of such “Arab” store was found alive, but seriously beaten, with broken arm and face. It was said that subsequent investigation revealed he was not able to pay the PA enforcer his dues. The perp moved on to his next stop before the case opened..
