Suicide by cartel = turned down an offer he couldn't refuse or didn't carry through on a deal. Sort of like suicide by cop.

There is something else strange about this case. Police said they were looking for the chief since 9:30AM. A citizen reported seeing him slumped in his car 11 hours later.

Wikipedia says there are less than 3,500 people living in La Joya. I have never been there, but in a town that small I think you could cruise EVERY STREET in less than a couple of hours. How hard were they looking for him? Was there no locator on his car or his cell phone?
