It seems the concept of open space and the indivdual's property run at odds to personal safety in Islam. Without walls or armed guards, even in the best of neighborhoods or worst of neighborhoods a constant is the walled off fortrace. In urban poorer areas it's multi-unit block housing, meaning the whole city block is a continuous walled structure, and in elite areas it's single home compounds even in elite city government/military employee centers.
It just doesn't say a lot of what they think of their brothers when the lights go out, prayers are over, and nobody is watching.
I think in these old, crowded cities outside of the west, everyone takes more precautions. Some people don’t have much more than what they live in and have in their immediate possesion. That’s what happens when places get real crowded for very long times.
