GARDEN GROVE – Police say they have had it with gambling, smoking, gang activity and waitresses wearing pasties in the local Vietnamese lingerie cafes, better known as Little Saigon's best-kept secret.
The City Council will consider modifying a city ordinance to include specific regulations on arcade games, smoking and how much skin waitresses can show at the coffeehouses – less Hooters, more Starbucks.
The ordinance targets cafes that are unique to Little Saigon, where waitresses are dressed in bikinis or lingerie and high heels. These establishments, which are spread around Garden Grove, Westminster and parts of Santa Ana, do not serve alcohol or food, but mostly coffee, smoothies and tea.
Police Chief Kevin Raney says the amendment to the old cafe ordinance is meant to tighten regulations and ensure that these establishments that call themselves coffeehouses "do not turn into gentleman's clubs."
"There are some cafes where the waitresses are, for example, wearing pasties," he said. "That's why there is a clause in the ordinance that says women cannot expose any part of their breasts below the areola."
According to the staff report, there are 37 of these coffeehouses just in Garden Grove. Raney said the cafes have become notorious for gang activity, scantily-clad waitresses and gambling.

More practically, though ... it's probably not so much your morals, as it is the public nuisance caused by the patrons of these establishments. From the story, it appears that there's a gang problem associated with them.
No touching allowed.
Gangs will be gangs. If they're not out in the cafes, they're in the back with the illegal gambling operation.
And probably an illegal-immigration problem and a sexual-trafficking-of-minors problem. Very entrepreneurial, those Vietnamese.
I spend time every day near Westminster. There is one of these lingerie Places right next to the ups store and subway sandwich place.
Aw, that's not 'cause they're Viet, it's 'cause they're Californians.
A good portion of the Viet gang members in the Charlotte area were caught and jailed.
