Yep. Evan Bayh implemented state worker collective bargaining by EO, Daniels erased it. Membership in the state teachers union (ISTA)dropped 70% virtually overnight; for anyone still wondering who benefits from unions.
The right to work legislation which was tabled last session was for private industry. The Chamber of Commerce lobbied for it because of the high number of business opportunities the state has missed out on because businesses are choosing not to do business in states where unionism is forced. (Witness recent Boeing kerfuffle with the NLRB.)
I'd surprised if it doesn't surface next session.
