There is a seal. It just didn't scan. You can see traces of it on the color PDF the White House posted.
You'll recall questions were also raised about the seal on the 2007 short form. On the color flat-bed scan originally posted, you could barely make out traces of the seal, and you could barely see the issue date bleeding through from the reverse side. However, both the seal and the certification and date stamp were clearly visible in the later FactCheck.org posting, which had photographs taken with a digital camera of both sides and from various oblique angles.
