The Hawaiian Administrative Code in force at the time (1961) requires Negro for race determination.

The big problem I see with this is that if this “new” COLB has been altered to be appropriately PC, it makes it invalid for identity purposes as there is an invalidation statement included on at least one of the COLBs.
Another question I have regarding this doc is, since it appears to be a photocopy from a log-book set over security paper, and the Registrar’s stamp is on the underlying paper, could this doc be photocopied over another valid “official document” so as to include the stamp? Remember that previous COLBs offered had the stamp on the ^reverse^ side, not the front.

This was reserached and quoted numerous times in the last couple of years. Do the homework, it’s all here on FR. People could not just invent whatever races or ethnicities they wanted, they had to pick from a list, and the appropirate one was “Negro”, “African” was not on the list.
