I don’t get it. The inner part of the doc is most obviously scanned or copied from a book. Yet the green security background on the flat part of the (inner) scan clearly matches the background of the larger page that it was copied onto. How is that possible?

Good question. They want us to think this is a photocopy on security paper of a document having security paper. But the copy just happens to line up perfectly. That seems like something that you could do with Photoshop or something like that but not very easily with a photocopier.

And if this is a photocopy why was there security paper in the photocopier anyway?

None of these stories match up.

That was a great thing you saw. What it looks like to me is the information was on one of those clear sheets that you use of a projector and then laid over the security paper.
