That is exactly what I was just thinking. It looks like a piece of paper with a square cut out, and the BC was put in the middle, then photocopied.
Because the originals are bound at the end of the year (or month, or whatever).

Its a copy, from a book, on paper that has the green hash.
They’re trying to mesh all their previous lies into a cohesive document.
They’ve said that even the President can’t take a copy of his BC so they have to have it on security paper instead of photocopier paper, and it’s from the paper document rather than from microfilm. But they can’t have it certified because they said they can’t disclose a certified long-form. But they still want it to seem authentic so they have it half-certified (Onaka’s stamp but no seal and no border).
They didn’t manage to get it to be half-typed and half-written, as Fukino claimed it was.
And no matter how they slice it, that “date filed” that is 3 days before the Nordyke “date filed” still does not work with that BC# that is higher/later than the Nordyke BC#.
And there is no note of the 2006 amendment.
This is a bad forgery that highlights the inconsistencies in what the Hawaii officials have said. All the more reason to require the embedded transaction logs to be disclosed, together with the complete vital records history.
There is no way to make all their stories add up, but this as lame-ended an attempt as anything else they’ve done thus far.

Not just the border, but the green “security paper” background has been added below the “scanned original” section as well. Firstly, I’m sure they did not use security paper for birth certificates in 1961 (was it even invented yet?), much less the same pattern that Hawaii uses today. Secondly, the pattern of the security background aligns perfectly between the scanned section and the border. It appears, wherever the “scanned” section came from, the green security background text has been digitally placed behind it. This is not something that could ever qualify as an original document if it needed to be forensically examined, based on that fact alone.
