The obvious solution to the problem is to require all fast-food outlets to have a third restroom for those who cannot appropriately use either the men's or the women's restroom.
They could call it the restroom for Transgendered, Indeterminate, Transvestite, Sexually-Undecided, & Conflicted persons...since that is too long for a door sign, use the first letters of each word as an acronym.
