Either a man or a woman can become an "it" by having their sexual organs removed.
A man cannot become a woman, and a woman cannot become a man. They can pretend all they want, and others may join with them in playing "let's pretend", but pretension is all it is.
The "reporter" who wrote the article apparently likes to play "let's pretend". The subject in question was neither a "she" OR a "woman".
