The key question for millions of voters in 2012 will be simply who ensures that my check arrives unchanged or augmented, and who either stops or reduces it.

In wrestling with the deficit, the most important area is entitlement reform. Unfortunately, even many Conservatives place tremendous importance on "who will make sure my check keeps coming?"

Politicians know that entitlement reform is a quick way to lose an election. They have no stomach for it. The solution, therefore, is to freeze the debt ceiling. That FORCES the government to do the necessary but unpopular things like entitlement reform.

Pay the interest on the debt. Then, look at the amount of money left over (it won't be very large) and ask, "What do we really want to do? What does the Constitution mandate?"

Nothing serious will get done about the debt until it becomes more painful to work the problem than kick it down the road.
