Railroad executive William E. Gardner has been charged with two felony counts of violating campaign finance laws for reimbursing his employees for making donations in political contests, including last year's governor's races, sources said Monday.

RADICALS NEVER GIVE UP ....
The idea behind this is to insinuate corruption tie in Governor Walker’s decision not to use the half fast train money. Where the idea for this projected half fast train to Madison (the state capital )initially came from goes back to the failed Chicago olympic games bid. If Chicago were to have gotten the Olympic games part of the venue was to be held in Madison and that train was supposed to enable train travel to that venue.
Even if Chicago did get the olympics and that route was built (very likely never on time) the state would still get stuck with maintaing an unused route after the games.
The funding was so earmarked and set up so that those funds could never be redirected to complete the higher speed right of way aquisitions between Chicago and Milwaukee which is the paying section of the run or improvemnet of trackage between Milwaukee and Portage Wisconsin Dells which frequently gets flooded out. Recently Walker requested funds to comple the trackage improvement between Chicago and Milwaukee.
