Negotiations remained under way Sunday night between Gadhafi and the African Union delegation.

It appears that this 'deal' is not between Gadhafi and the rebels, but Gadhafi and the African Union delegation - i.e., a committee representing other leftist strongmen in the region, to whom Gadhafi has been generous in the past and can be expected to be even more generous in the future. I would be very suspicious that such a deal, that does not involve direct negotiations with one of the two sides in the conflict, is anything more than a publicity stunt.
