Who is this unnamed person?

That might depend on what kind of vital records they were. She wants us to think it was Alvin Onaka, but as with everything there is probably a reason why she is not coming right out and saying that.
A colleague is trying to get answers on that question, and the last I knew was getting nothing but obfuscation.
The state official in charge of vital records would be the State Registrar, or Alvin Onaka, in 2007 and when Fukino made her statements.
It’s an outright lie that a person cannot get a copy of a long form. There’s a copy at the Post & Email News right now, obtained March 15, 2011:
