State budget eliminates $10 billion deficit, includes sweeping reforms and efficiencies
Governor Andrew M. Cuomo today announced the passage of the 2011-2012 budget that eliminates a $10 billion deficit. The budget includes historic reforms that redesign state government, create efficiencies through consolidation, cap spending increases for education and Medicaid, and transform the future budgeting process.
The approximately $132.5 billion budget reduces spending overall by more than 2 percent from the previous year, eliminates 3,700 prison beds, establishes Regional Economic Development Councils, brings performance funding to education, redesigns Medicaid, and caps next years education and Medicaid spending.
This budget reaches its fiscal goals with no new taxes and no borrowing, and will also cut the 2012-13 projected budget deficit from $15 billion to about $2 billion. Combined four-year gaps are reduced from $63 billion to less than $10 billion.
Based on preliminary estimates, all funds spending will total approximately $132.5 billion, a decrease of $3.6 billion from the previous year. State operating spending will total $88 billion, an increase of $1.2 billion or 1.4 percent. The budget closes the current gap with $9.3 billion in spending reductions or nearly 90 percent of the plan.
Tonight the Legislature not only passed an on-time budget, but a historic and transformational budget for the people of the state of New York, Governor Cuomo said. This bi-partisan and bi-cameral cooperation will give New Yorkers the good budget they deserve. It was an invaluable public service for the state government to function so well at this difficult time and I especially applaud the leadership of Senate Majority Leader Dean Skelos and Assembly Speaker Sheldon Silver for this demonstration of competence and performance in state government.
Senate Majority Leader Dean G. Skelos said, "This budget is a responsible budget that meets our goals of cutting spending, reducing...

If Cuomo and Shelly Silver, the rat Assembly Leader, can be responsible, why can't Obama an Harry Reid? They need to be shamed into being responsible.

A $158 billion reduction in the deficit should be a base plus whatever is expected in the new borrowing. As Chuck U likes to sat, that's reasonable.
P.S. Hat tip to Gondring for the presser!
P.P.S. I'm sending this presser to the Speaker of the House.
If a Republican had tried to pass this budget, the NYT and the rest of the media would have screamed bloody murder.
How the hell did I just utter the phrase “way to go Cuomo?”
Hard to believe he is the son of the worst former governor of NYS whose “solution” to the big spending deficits he created were killer taxes to choke the state’s economy. Maybe Chris Christie across the river has had an impact on him.
He's not Patterson, either, and Patterson had his moments.
Basically the writing was on the wall. This is one of the most highest taxed and business unfriendly states on the Eastern seaboard.
Yes, it remains to be seen how all this pans out. A lot of buzzwords in there.
Yes, Cuomo still needs watching. The legislature will now have time for other mayhem.
You got that right. We would be blasted with rhetoric about how old people are going to die because Republicans were withholding food and water from them.
Cuomo is no fool. He knows damn well that he’s facing a mass migration of businesses out of New York and into New Jersey over the next few years if his state doesn’t get its act together. Chris Christie is making Cuomo’s job easy, because Cuomo has no choice but to scale back state government dramatically.
Our local school district didn't like that they got less money, but they aren't asking for a tax hike either and aren't cutting much, so they couldn't have needed an increase.
My Dad met and talked with Cuomo Jr on some HUD issue like 10 years ago, and came away from the meeting amazed that he liked the guy, seeing how he couldn't stand Sr. Jr even allowed his picture in the local paper with a Republican! My dad passed away before he ran for Gov, but I can see why he liked him better than his father.

I sent the Speaker the presser page via the email address above. The URL below it is the Congressional Directory.
So far everybody's comment on the thread is only about praising Cuomo. Nobody wrote anything about the contrast in behavior between Cuomo and Obama, and Reid, who's trying to blame the Tea Party for any gov't shutdown, and Reid's behavior in contrast to the formerly recalcitrant Sheldon Silver, NY's rat Assembly Leader.
Since I have my doubts about people reading any comment# 1, so many people will fire off an angry comment without reading the complete article, I'll repeat my corrected, pertinent comments here:
Now if Cuomo and the split legislatue in Albany can reduce the deficit by $10 billion for the 19.5 million New Yawkers with no new taxes or borrowing, why can't Obama and the split Congress agree to reduce the deficit by $158 billion, less than 10% of Obama's proposed new deficit of about $1.7 trillion, for the 308+ million as of the last census with no new taxes or borrowing? We know the answer. If Obama or Reid lips are moving, it's shameless BS. They think we're really that stupid! If Cuomo and Shelly Silver, the rat Assembly Leader, can be responsible, why can't Obama an Harry Reid? They need to be shamed into being responsible.
You may want to check the links in comment# 1 as well.
This ping is one of those rare pings that everyone on all my lists get, plus the very smart writer for the Pittsburgh Tribune-Review, Salena Zito, and the inestimable John R. Lott Jr. Too bad Tony Snow is gone.
Too adult for Obama and Reid.
Thanks for the ping!
Good JOB!
May I copy and send to my State’s Rep and Senator’s.....maybe it’ll help...maybe not...
Take notes, republicans. You just got schooled by a democrat.
Yes, I noticed that, but watch out for a federal license. My friend works for the NY Dept. of Environmental Conservation. He said that the NY saltwater fishing licenses were in lieu of one from the feds.
That's the right question. The short answer is, because he's a Democrat. They will never send the flying monkeys after a Democrat.
as RUSH was saying this week, since a democrat cut the budget there is nothing in the news about cutting services for children, the seniors, the hungry and so on. the spin only applies to when republicans cut a budget.
i have to say, cuomo did a great job.
